Three deterministic findings from the v7.28 production corpus. Coverage is sparse: 48 of 1,139 current-taxonomy issues and 17 of 287 stakeholders have published edges.

The governed registry changed from 9 relationships in v7.27 to 71 in v7.28: 62 were added, 9 retained, 0 changed, and 0 retired.
